This may sound cold, but the answer is simple. Luck. It has nothing to do with IP addresses or physical location. It's pure and simple luck. It might interest you to know that it impacts us here in the building as well. So those folks who came in late this AM are in the same queue as you are.

Successful attempts to connect thus far: 0/240. What a farce.
The two things are completely unrelated. There is nothing to 'fix'. As people get patched and no longer are using the resources others will get in and be able to patch. We have reallocated a number of servers to bolster the performance of the patch servers and serve as many players as possible. The only way to 'fix' it is to be patient.
Also, as a reminder, the game servers are NOT up at this time.
